WhatsApp doesn’t charge any fee if a customer contacts the business, the conversation is open for 24 hours and in that 24 hour window, messages sent to the customer are free of charge.
Keep in mind WhatsApp doesn’t allow any kind of marketing using their platform and every receiver needs to be opted-in before sending WhatsApp notification messages.
